Pac Code Push Error

I have Code apps enabled in my environment however if I use pac code push i still get this error 
Error: There was an error in pushing the app: bolt.authentication.http.AuthenticatedClientException: The environment '06b223a6-1be1-ec6d-b141-7957265e2452' in tenant '0bb7071a-01ca-4f14-9fcf-1b77cc51506d' does not allow this operation for this Code app '91169b08-1456-4d88-98de-3e366da2df5f'. Please reach out to your environment admin to enable Code app operations.

    Please check the below points and see if that works for you.
     
    1. You need to be either an Environment Admin or have the System Administrator in Dataverse (Code App Deployment privilege). Being just a Maker may not work.

    2. Hope you have selected correct environment for enabling the feature. Please follow to double check that Code apps are enabled for that environment (06b223a6-1be1-ec6d-b141-7957265e2452).

    • Select the environment (06b223a6-1be1-ec6d-b141-7957265e2452).

    • Under Settings → Product → Features, look for Code apps.

    • Make sure Code apps are enabled here.

    3. Retry the push

    Once Code apps are enabled in that environment and you have the right role, re-run: pac code push

    It worked after reauthing and selecting the environment AND specifying the environment again in the push command

    I'm getting this same error. I tried including --environment XXX on the push code app command, but it still fails.  Anyone have any other suggestions?  I'm trying to do this from Github action under a service principal account.  I can run pac code push just fine under my own user account (same app, same environment).  

    Copilor has gotten off on a (possible?) tangent about needing to enable an MCP Client associated with my service principal app in the target dataverse environment. I'm working through that but not sure it's the right direction to go in.
