The error PublishWithAIFeaturesDisabled typically indicates that the tenant-level"Publish bots with AI features" setting is disabled in Power Platform Admin Center. Even if an agent appears to be a basic chatbot, it may still contain AI-enabled components such as generative answers, AI prompts, knowledge sources, or AI-generated topics that cause it to be classified as using AI features. If other agents can publish successfully in the same environment, the issue may be specific to this agent's configuration or metadata. A good troubleshooting step is to create a brand-new basic agent and test publishing it. Also ask your Power Platform administrator to verify that the tenant setting"Publish bots with AI features" is enabled.
