Copilot Studioのトリガー機能（特にイベントトリガー）の課金について確認させてください。

イベントトリガーは「エージェントに送信されるメッセージとしてカウントされる」と理解していますが、テスト時の扱いについて不明点があります。

以下のケースは課金対象になるのでしょうか？

テストパネル上でイベントトリガーをテスト実行し、ペイロードを送信した場合
外部イベントを模擬してトリガーを発火させた場合（テスト用途）

テスト環境であっても、実際にエージェントにペイロードが送信される場合は、本番と同様にメッセージとしてカウントされる（＝課金対象）という認識で正しいでしょうか？

また、課金対象にならないテスト方法（例えば完全にローカルでの検証やカウントされない方法など）があれば併せて教えていただけると助かります。

同様の検証をされた方や公式情報をご存じの方がいれば、ご教示いただけますと幸いです。

Hi,

Your understanding is basically correct. In Copilot Studio, billing depends on whether a message actually reaches the agent — not whether it’s “test” or “production”.

So in your cases:

If you trigger an event from the test panel and send a payload → it will be counted

If you simulate an external event (even just for testing) → it will be counted

Even in a test environment, if the payload is sent to the agent → it’s treated like a normal message and is billable

In short: if the agent processes it, it counts.

The only way it’s not counted is when the agent isn’t actually invoked — for example, pure mock testing or validation without sending a real event.

So yeah, there’s no real separation between test and production from a billing perspective.
