Power Apps PAYG Licensing Clarification for Planner (E3 Read-Only Users)

Hello everyone,

I have a question regarding the discontinuation of new Power Apps purchases via App SKU. Some of our customers were caught off guard and now need to adjust their licensing approach for the standard Planner Power App.

Does anyone have experience with Power Platform pay-as-you-go (PAYG)? Specifically, can anyone confirm whether read-only access to the Planner Power App by users with an E3 license is excluded from PAYG consumption?

Any help will be very much appreciated,

    Yes — users with Microsoft 365 E3 who only read data in a Power App (including the Planner Power App) are not billed under Power Apps PAYG.

    PAYG charges apply only when a user runs an app in a way that requires premium Power Apps capabilities and they do not already have a qualifying license.
