Convert file not working

Hello.
 
In my flow i'm taking form responses and adding responses to a template .xlsx file that I created (using table and headers).
 
After responses are added to the excel file I'm trying to get the document converted to a PDF however everytime I use the "Convert File" step it fails (photo attached of error message). It keeps saying the Conversion of the file to PDF is not supported. When I go to the weblink provided in the error message, it shows .xlxs as a supported file extension to convert. i'm not entirely sure what's wrong with the step? It does show the "Convert file" is a "Preview", is that the reason? 
 
Without having a premium 365 account or 3rd party extensions, I can't seem to figure out any other way to convert the Excel doc to PDF
 
to explain the steps I'm performing
 
 When a new response is submitted - > Get response details -> Get file content -> Kist rows present in a table -> Add a row to a table x 18 -> Delay -> Get File content -> Create file -> Delay -> Convert file

    i dont know which method u exactly tried, but u can try to achieve this using the onedrive way.
     
    i have never had any issues with it.
