Issues with sharing Power Apps built in Teams

Based on what may be an incorrect understanding of the sharing capabilities of Power Apps built in Microsoft Teams, I created a model for structuring my company's applications where Dataverse tables and associated apps using those tables are built in a Management team, and certain apps are shared out to a team accessible by all staff. The problem I have run into is the following:

  • If I share an app outside of Management to everyone in the company, the apps meant only for Management are no longer accessible to members of the Management team, despite the app being housed there.
  • If I share the Management-only apps back to the Management team (and confirmed they can access them), the company-wide apps are no longer accessible to those outside of Management.

I had thought apps built within a team were always accessible to members of that team, and you could share selected apps externally to other teams, while maintaining other apps internal to the source team. Did I misunderstand that?
