Can I create a flow in Power Automate to change the Privacy Policy of an Excel file from C3 to C1?

I believe you are referring to the Sensitivity Labels feature.
Apply sensitivity labels to your files and email in Office - Microsoft Support
These are generally done at the Enterprise level and might require admin access.
You can check around the Excel options to see if they are able to be changed manually. And if so, can try the same via screenscraping using PAD.
Also try looking for a code that uses the SensitivityLabel Object using VBA.
Either option you use, it should have the capability to allow you to make changes only with appropriate rights.
I see a part of a button on the right side.
If there is a button to accept the proposed change - try to capture it in PAD then click on it on your flow code.
