Creating and Sharing Agents Across Copilot Users

If a Copilot studio user created and published an agent, are other users within the organization able to access and use said agent if they don't have a Copilot Studio subscription?

    So 2 part answer
     
    1. Users with a license can interact and not impact its counts and so you are good
    2. Users without a license can, if you set it up as pay as you go, so if you have say 5,000 credits, anyone can talk to it, but soon as 5,000 credits are done, no one can.
