Remove Per User License and switch to pay-as-you-go

We recently released our Power Apps canvas app. Since we are using Premium connectors, we needed licenses for our users. 
For testing we started with one app-per-user license, so a rather cheap license for one licence for one user. We tested with two persons, and apparently both users could get access, however I saw in the license panel in the Power Platform Admin center that we consumed 2 licenses and had only one assigned.
All worked fine but finally we decided to switch to pay-as-you-go (PAYG) licensing, so we have setup everything for this. New users now receive a PAYG license, so finally we have 2 Prepraid licenses and 4 PAYG licenses. We now want to convert the two prepaid licenses also to PAYG, but I have no idea where to do this. In the admin center, I cannot decrease the number of (prepaid) assigned licenses, I get the message "Value cannot be less than current consumption: 2".
I removed the access for those two users to the Power App, but even after waiting for 24h, the app consumption did not change and was left on 2 prepaid consumptions and 4 PAYG licenses. 
Any idea how to migrate those two licenses/users to the PAYG plan?

    • In the admin center, go to the Users > Active users page.
    • Select the checkboxes next to the names of the users that you want to replace existing licenses for.
    • At the top, select Manage product licenses.
    • In the Manage product licenses pane, select Replace and select the licenses that you would like to assign to the users.
    • At the bottom, select Save Changes > Close.
    • Move users to a different subscription MS Link

    Unfortunatley the Power Apps per app/user license do NOT appear in the user licenses, since you have to assign them to a Power Environment first and then share the app so the license can be consumed. So it is IMPOSSIBLE to remove the licence in the user licenses panel.
    By the way, it is terrible that you cannot get an easy view on who the licenses are assigned to, seems not directly available in the MS User Interface.

    Open a Microsoft Support ticket and ask them to perform Reset Power Apps per‑app license consumption so that all users consume via PAYG.
