If it helps the Encodian connector does provide a 'Free' plan which covers 50 actions per month.

Apart from Encodian and Plumsail, there are a few other third party connectors (Cloudmersive, Muhimbi etc.) that will need licensing from the provider itself.
With the O365 plan, there is no connector that provides a direct action to merge pdf.

Apart from plumsail and encodian which are third party connector, is there any premium connector available which comes with plan2(office 365 plan)

I believe that there is no connector directly available as an out of the box feature (or Free connector) that has merge pdf documents as a direct action.
