instead is from the owner??

Can you switch into "Modern approvals" instead?
Currently Modern approvals are sent from Microsoft Flow <maccount@microsoft.com>.

There is a request to let Flow programmers choose the sender for Modern Approvals

I have to say that it is a default behavior that when using the modern approval action, the email will be sent from email account of the creator of the flow.
I would suggest you submit a request at Flow Ideas Forum about this issue, hope PGs will take it into consideration in the future releases:https://powerusers.microsoft.com/t5/Flow-Ideas/idb-p/FlowIdeas
