Clicking MCP inside +Tool wizard launches browser to learn.microsoft.com and not MCP wizard.

Situation: I am trying to create an MCP within Copilot studio, for the purpose of linking it to a locally running MCP Server via Azure Port Forwarding. I'm running into a blocker early in the process.
 
Current Experience: Clicking "Model Context Protocol" in the new tools wizard launches https://learn.microsoft.com/en-us/microsoft-copilot-studio/agent-extend-action-mcp
 
Expectation: The MCP wizard launches.
 
Steps to reproduce:
  1. Open Copilot Studio
  2. Select your environment.
  3. Click Tools
  4. Click + New Tool
  5. Click Model Context Protocol
  6. Watch the browser launch to a URL instead of the MCP wizard.
Additional notes: I have disabled all ad blockers and pop-up blockers for https://copilotstudio.preview.microsoft.com/ . I have also confirmed every other new tool wizard (Prompt, Agent flow, Computer use, Custom connector, and REST API) all launch correctly. MCP is the only one not working for me.

    Given that all other new tool wizards work except for Model Context Protocol (MCP), and you’ve already disabled ad blockers and pop-up blockers, here are focused troubleshooting steps and suggestions:
     
    1. Permissions & Roles
    Double-check that your user account has the required permissions (Maker or Admin) in the current environment. MCP may require elevated permissions compared to other tools.
    2. Environment-Specific Issues
    Try switching to a different environment (if available) and attempt to launch the MCP wizard there. This can help determine if the issue is environment-specific.
    3. Browser Console Errors
    Open your browser’s developer tools (F12), go to the Console tab, and try launching the MCP wizard again. Note any errors or warnings that appear and share them with your admin or support.
    4. Account or Tenant Issues
    Sign out and sign back in, or try with a different account that has similar permissions.
    If possible, try from a different tenant to see if the issue persists.
    5. Service Health
    Check the Power Platform Service Health dashboard for any incidents related to Copilot Studio or MCP.
    6. Updates & Cache
    Ensure your browser is fully up to date.
    Try clearing your browser cache or using an incognito/private window.
    7. Network/Firewall
    If on a corporate network, check if any security appliances or proxies could be interfering with specific URLs or scripts.
