How to make Header and Footer through PDF Function or Power Automate

I have rich text in canvas app. need to convert it as pdf with header and footer. is it possible to achieve this through canvas app or power automate?
 
I have tried the following ways:
 
Power apps - pdf function does not support header and footer.

Power automates- as far as I know, Word templates do not support rich text in power automate. however, I don't want to use third party API. is there any other way ?

    Hello there,
    I just wonderd if you had made any progress on the Header & Footer side of things please?  I've also got this issue as a 'problem' and likewise don't want to spend on a 3rd party product (but eventually might just have to).
    The 'PDF()' functionality is a neat additional Power Apps capability but unfortunately it only goes part of the way to being really useful.
