Views not responding to Role assignments

Hi All; 
 
I'm having trouble having the views respond to role assignment. I have 2 views I want one role to access and one view for another role to access I have the roles correctly assigned in the views and they don't appear to be taking. Yes I have double checked there are no other roles, teams. groups assigned to users that would conflict these permissions. Interesting thing is I have this same set up for Forms and the Forms are all working properly as far as only showing for assigned roles but the views are not. Anyone else run into this?  Thanks in advance

    This fixed it 
    1) Download the latest OrganizationSettingsEditor tool 
    2) Confirm that the orgdbsettings `EnableRoleBasedSystemViews' property is set to true
