Cannot publish agent to outlook

I created an agent in Copilot Studio and published it to the Microsoft 365 Copilot and Teams channels.

The agent works fine in:


  • M365 Copilot app (m365.cloud.microsoft.com) 

  • Microsoft Teams 

    •  

But it does not appear in Outlook at all.

Is there an additional step needed for agents to appear in Outlook specifically? Or is this a known limitation?

    Outlook currently does not expose custom Copilot Studio agents as first-class UI agents, unlike Teams or Copilot Chat.
    Microsoft explicitly differentiates:

    • Copilot Chat / Teams – full support for Copilot Studio agents

    • Outlook / Word / Excel – only native Copilot scenarios, no custom agent launcher
