How to change all users region within organization for users with PowerApp Mobile app. Currently this default to Global.

Could you please add more context?
The region of a Power App is decided when we create a new environemnt so in an existing env we can't change the region.
I recomend you create a new environemnt in the region where you want, import the solution and share it with the users.
I believe @Shine1 is referring to the region settings of the iOS/Android Power Apps application itself. I agree that it would be extremely helpful if we could set the default region to US Government GCC (see the included screenshot) for our organization's Intune-managed devices.
