With the announcement of the new PowerApps Pay-As-You-Go licensing, it is noted that users with a PowerApps per User license are not counted towards the metered usage. Would that also relate to D365 paid for user licenses?
This is called out in the documentation for the PAYG preview: "Users with a Dynamics 365 license that provides access to per user license will not be counted." So, I'm assuming this covers the Dynamics 365 Enterprise app licenses that would have the rights for running custom apps (whereas Team Member or Professional licenses don't have these.
The Pay as you go licensing works like per app licensing. If the user has an appropriate license they will not incur a Pay as you go charge. Where there may be a difference is that environments that use Pay as you go get seperate capacity that does not come from the regular licensing. So per user licensed users in a pay as you go environment are subject to the same environment capacity limits as pay as you go users. I would expect this to be the same for D365 licensed users.
