The user is the Azure AD Admin and Office 365 Admin. He assign himself Office 365 E3 Licence and Power Apps Baseline Licence.
But he doesn't have access to Power Apps that is already shared with him. Region is from Australia.
At first, I thought that was a Licence Conflicts so we removed each of Licence one by one and add only one of the Licence but didn't work. So, we tried to create new account and give that account Office 365 E3, share the Power Apps and SharePoint and tested again. But It didn't work too.
The App is from different tenant. So, user is external user. Does anyone know if this may be another kind of Licence Conflict? Or what is the specific issue?
From the licensing guide, it says that the Office 365 license gives access to run unlimited custom canvas apps but does not give access to run model driven apps. What kind of app are you using in this situation?
