I trying to build my first Bot but "User Say" option It's not on the list.

You can give the options for the user to pick from directly in "Ask a question" node. Make sure "Multiple choice options" are selected under "Identify" section in Question node, like in example below:
The User will see the options in Question node as buttons and will be able to select from them:
