Most likely a licensing or session issue, not your app. Check if affected users have a Power Apps licence in the admin centre — basic M365 licence won't work if the app uses Dataverse.
For the Teams loop, get them to sign out fully, clear Teams cache and sign back in. Stale auth tokens cause that stuck screen more than people realise.
Since it fixes itself after a day or two for some, raise a Microsoft support ticket while it's actively happening and check the Service Health dashboard for any ongoing Power Apps or Teams auth incidents.
