i have a power app that is shared with me. another user has an internal account (no longer guest account) and Power Apps per app plan (1 app or website) BD Only and it still wont load because of licensing error (see below). the user does NOT have a Microsoft Office 365 Business account. i am being told that PowerApps Per App Plan also works because it is specifically made for PowerApps. The app is showing license designation is Standard. any help will be appreciated.

You need a Power Apps plan
You don't have a current Power Apps plan. Ask your admin for one, or start a free trial.
does not have an entitlement to use PowerApps.

    You can check if power apps plan is reflected on user profile by opening user in azure portal in licenses.
    Also you can check if user has been added to default environment group where the app is hosted and user can open the maker portal homepage.
    This way you will be able to find solution.
