Create Person in SharePoint column via send http request

Getting error when trying to create Person in SharePoint column:
 
This is where it is failing. When this line is removed, it works fine, so I assume the way it is trying to create Person on the SharePoint column via send http must be an issue.
I have used my email to test instead of the masked email below.

    When using the items method you can use the Id property. In your case that would beFNPFStaffId. You can use the prinicpalid of the user you want. Below is an example screenshot of such a setup.
     
    Alternatively, you can use the ValidateUpdateListItem method instead, in that method you can use the claim value you are using in your current setup. Tom Riha for example has a nice blog about using that method with a single person or group type of field:

    so, after hours of researching finally stumbled on Pankaj Surti's blog, it explains clearly on the use of send http request to SharePoint's people picker column.
