Cannot find Call an Action option to add Power Automate Flow

I'm trying to create a new agent in Copilot Studio. I started with a normal phrase trigger and now I'm trying to add a Power Automate flow. I'm trying to add the node of Call an Action -> Create a Flow for this but the option itself is not showing up. I've ensured that we have the proper license in both copilot studio and power automate. Also, both the tools are running in the same environment. I'm not really sure what I'm missing. Can someone please help?

    You’re not missing a license or environment setting.
    The “Call an action / Create a flow” option no longer appears by default in Copilot Studio unless at least one compatible Power Automate flow already exists in the environment.
    That’s why the panel shows “No Flows” in your screenshot.
     
    What changed (important)
    In the new Copilot Studio experience:
    • You cannot create a Power Automate flow directly from the node anymore
    • Copilot Studio only lists existing flows that are:
      • In the same environment
      • Have a Copilot/Power Virtual Agents trigger
      • Are enabled
    If none exist, the UI hides the option.
    This is working as designed (recent platform change).
     
    Correct way to fix it
    Step 1: Create the flow in Power Automate first
    In Power Automate, create a cloud flow with one of these triggers:
          When Copilot Studio calls a flow
          (sometimes shown as “When Power Virtual Agents calls a flow”)
    Save the flow.
     
    Step 2: Return to Copilot Studio
    • Go back to your agent
    • Add Add tool → Basic tools
    • The flow will now appear under Call an action
    You can select it and map inputs/outputs.
     
    Common gotchas to double‑check
    ✔ Flow and agent are in the same environment
    ✔ Flow trigger is Copilot Studio / PVA trigger
    ✔ Flow is turned on
    ✔ You have Editor access to the flow

    Unfortunately, I have the same issue.
    I created the PA flow first, saved and tested it. It ran successfully and produced a result.

     
    Now I want to call it from Copilot Studio. When I click Add Tool and search for Power Automate Flow, I cannot find it. So I decided to select Get Flow — I had no other options.

     
     
    After adding and configuring it, I could find my flow there.
     
     
    But when I try to complete the Completion section or add relevant Topics, the output of the Power Automate flow is not recognized. After asking the agent something relevant and receiving an answer, I checked the Run History of my flow — there are no new runs. This suggests they are not connected, and Copilot is unable to run the flow.

    As highlighted in the screenshot, “New Agent Flow” is the entry point for creating a Power Automate flow.


    When you click it, you will be automatically redirected to the Power Automate Flow Canvas, where a new flow is generated by default with the following structure:
     

    • It starts with “When Copilot Studio calls the flow” as the trigger, where you configure the required input parameters.

    • It ends with “Return values to Power Virtual Agent”, where output parameters can be defined if needed.

    You only need to add your own actions between these two nodes to implement the business logic. After that, rename the flow, test it, then save and publish it.
     
    Key step: wait a few minutes, then manually refresh the Copilot Studio page (press F5).

    After refreshing, add a node again → Add a tool. You should then be able to find the newly created flow under the Flow category. Select it and complete the input/output parameter mapping in the Agent Topic to finish the integration.
