In Copilot Studio this isn’t a configuration issue on your side — it’s cloud availability.
Microsoft’s Copilot Studio “model availability” table shows that for US Government clouds (GCC / GCC High / DoD) the default/orchestration model is currently GPT-4o, and GPT-5 isn’t listed as available there. That’s why your agent builder still only offers “4.x/4.0” options. (Microsoft Learn)
For rollout/progress tracking, the best “source of truth” is that same Microsoft Learn page (they update the tables as availability changes). (Microsoft Learn) Also note: the Microsoft 365 Roadmap is explicitly for commercial features, so it often won’t show GCC-specific timelines.
If you’re looking at broader Copilot (not Copilot Studio): Microsoft’s Public Sector blog indicates GPT-5 is part of “Wave 2” for GCC High expected in the first half of 2026. (Tech Community)
