When I make a change in Copilot Studio Agent and I re-publish it with the "Force Newest Version" checked (picture 1), should user still click the "Update Now" button (picture 2) to access the newest Copilot Studio Agent?

No, generally we do not need to manually click the "Update Now" button to get the latest version if you don't need that.

The purpose of Force Newes Version: The "Force Newest Version" setting is designed to automatically push the updated agent version to users, ensuring they access the newest version without extra steps.

In some cases, depending on client-side caching or session state, users might still see the "Update Now" prompt as a fallback to manually refresh their agent version.
