The PDF function in Power Apps is an experimatnel function that has a lot of limitations, one of them being that it does not support chart controls: PDF function (experimental) - Power Platform | Microsoft Learn

A possible workaround is to use an image control which you them feed with an SVG that gets generated dynamically from your data. An example of this is given under the Example: Dynamically Animated Bar Chart with Easing header in this article: Using SVG Images in PowerApps: Scalable Icons, Dynamic Data, and Animations. Using gen AI, you should be able to come up with a formula that will cover your needs.

For production scenarios, do not rely on Power Apps chart controls being rendered correctly in generated PDFs.

The most reliable solution is to convert the chart to an image (Power BI, Chart API, or Power Automate-generated image) and include that image in the PDF, or

generate the entire PDF through Power Automate.

This approach is far more stable and produces consistent results across browsers, mobile devices, and PDF viewers.
