Setting Delete On for Flows on Center of Excellence

I have begun working with CoE and need to establish a process for orphaned and old flows/apps. I see the flows that handle that but how does the setting 'Flow Delete' get turned on so that the flow will pick it up? Not finding the correct resources to complete a cleanup. I only have CoreComponents installed.
