Regression in Fixed-Layout Canvas App scaling following weekly service update. Affects all historical versions. Was working fine until yesterday. Works fine in Play mode but not Live mode the view suddenly is oversized.

This issue is most likely caused by a recent runtime regression in Power Apps affecting fixed-layout scaling in Live mode.

Since it impacts all historical versions but not Play mode, the problem lies in the updated runtime player rather than your app configuration.

As a workaround, review and adjust scaling settings (Scale to fit, Lock aspect ratio), avoid reliance on App.Width/Height, and consider moving toward responsive layouts using containers.

Raising a Microsoft support ticket is recommended for a permanent fix.

For some reason, the scale to fit option just doesn't show regardless of layout.

Scale to fit only appears in Settings > Display for apps with Tablet layout. If your app was created with Phone layout, the setting is simply not available in the UI at all.

This also explains the original regression. Phone layout apps don't have Scale to fit, so when the runtime update changed how fixed-layout scaling works in Live mode, there was no toggle to compensate.

To check which layout your app uses: go to Settings > Display and look at the top. If it says Phone layout you won't see Scale to fit or Aspect ratio options.
    Two options from here:
    1. If you want to keep the phone layout, control the scaling behavior directly via screen properties. Set each screen's Width to Max(App.Width, App.DesignWidth) and Height to Max(App.Height, App.DesignHeight). This mimics what Scale to fit off does for tablet apps.

    2. If the app is intended to run in a browser or on tablets anyway, recreate it as a Tablet layout app. That gives you Scale to fit, Lock aspect ratio, and full display control. You'd need to rebuild the screens but the data connections carry over.
