Copilot agent visible in Teams and browser but not Outlook – expected behaviour?

I’ve published a Copilot agent via Copilot Studio and enabled it for Teams and Microsoft 365 Copilot. The agent behaves as expected in:

  • Microsoft Teams (Copilot > Agents)
  • Browser-based M365 Copilot (m365copilot.com / Edge sidebar)

However, the same agent does not appear in Outlook Copilot (desktop or web).

I’m trying to understand whether this is:

  • expected behavior due to Outlook having a different Copilot/agent support model, or
  • a configuration, licensing, deployment, or rollout dependency I might be missing.

    This is expected behavior - not a configuration issue on your end.

    Microsoft is rolling out agent support in Outlook separately from Teams and the web. Your agent works in Teams and https://m365.cloud.microsoft.com/, which confirms your setup is correct. Outlook just hasn't gotten the feature yet.

    Here is what i have found to outlook rollout timeline:


    • Agents in Outlook web and new Outlook for Windows (Roadmap ID 481558) - started mid-2025, still rolling out

    • Agents in classic Outlook for Windows (Roadmap ID 481559) - starting January 2026
