I’ve published a Copilot agent via Copilot Studio and enabled it for Teams and Microsoft 365 Copilot. The agent behaves as expected in:
However, the same agent does not appear in Outlook Copilot (desktop or web).

This is expected behavior - not a configuration issue on your end.
Microsoft is rolling out agent support in Outlook separately from Teams and the web. Your agent works in Teams and https://m365.cloud.microsoft.com/, which confirms your setup is correct. Outlook just hasn't gotten the feature yet.
