Any row you see in screenshots of Power Automate need to be dragged and dropped into the canvas. As if you were writing lines of code with drag and drop.
When you have something in mind, search for it using the vertical column to the left handside of the screen. If, then, else, loop, case, switch, and more can be easily discoverable using the search bar in the screenshot below.
