Missing card form on solution import

I am reposting an issue reported by another user that hasn't been resolved in over a year.

Bug - Managed Solution will not import into a clea... - Power Platform Community (microsoft.com)

 

I am am attempting to import a solution to a clean environment. Every time I am met with systemform With Id = xxxxxxxxxxx Does Not Exist. I checked the GUID in the customizations.xml and it references a card form. The only dependency to the card is a subgrid on another form, specifically a custom read-only control. (Ironically, I am using the custom control because I want reflow behavior set to "Grid-only", yet it appears you have to select a card form for the control even if you do not want it to display.) I can also confirm the card form does exist in the solution, despite the error reporting it missing.

 

I attempted to solve this by creating a new card form, and referencing that through the subgrid control. Unfortunately this will result in the same import error, albeit with GUID of the new form. The only means of solving this is to use the default read-only control, which is ok but not ideal, as the grid will "reflow" to card form when the display area of the browser is resized. The cards work well for some kinds of data (users), but for others it just looks nonsensical and inappropriate (line items on insurance checks). 

 

Any ideas on how to achieve Grid-only behavior and have an importable solution? Is this a bug, as the OP stated, or am I missing something? Any and all help would be appreciated!
