Go to Copilot Studio:
https://copilotstudio.microsoft.com
Click "Create" → "New agent"

Add Knowledge

Create Topics (if needed)

Test and publish agent

I would recommend https://microsoft.github.io/agent-academy/ (Full learning path from beginner → advanced) or also https://learn.microsoft.com/en-us/training/modules/power-virtual-agents-bots/
