I'm using the free version of PowerAutomateDesktop, but is it possible to install and run it on a Windows server (such as Windows 2016 or Windows 2019)?

Yes, you can install power automate desktop in Windows 2019:

You can use free version of power automate desktop, but free version has its own limitations as well. Example: The free version does not allow having any schedules or triggers.
