Copilot Studio agent appears in every M365 App (Teams, Word etc.), but not in Outlook Copilot

Hello everyone,

I created a Copilot Studio agent for my company and published it to Microsoft 365 and Microsoft Teams.

The agent works correctly in the following places:

  • Microsoft Teams
  • Microsoft 365 Copilot Chat / m365.cloud.microsoft
  • Word
  • Excel
  • other M365 Apps

However, it does not appear in the Copilot agent list in Outlook on the web.

What makes this confusing is that after publishing a new release, the agent briefly appeared in the Outlook Copilot sidebar for about one second, but then disappeared again. Since then, it is still available in Teams, Word, Excel and Microsoft 365 Copilot, but not in Outlook.

Additional details:

  • I am using Outlook on the web, not classic Outlook.
  • The agent is published.
  • The channel Microsoft 365 and Microsoft Teams is enabled.
  • “Make agent available in Microsoft 365 Copilot” is enabled.
  • The agent works correctly when opened from Teams or m365.cloud.microsoft.
  • Existing chats with the agent can be continued, but the agent itself does not appear as a selectable agent in Outlook.

My question:

Is this expected behavior for Outlook on the web, or does the agent still need to be approved/deployed through Microsoft 365 Admin Center before it appears in the Outlook Copilot agent list?

Also, are there any specific admin settings or permissions required for Copilot Studio agents to appear in Outlook, even when they already appear in Teams, Word, Excel and Microsoft 365 Copilot Chat?

Any guidance would be appreciated.

    The fact that your agent works in Teams, Word, Excel, and Microsoft 365 Copilot Chat but not Outlook on the web strongly suggests this is more of a deployment/availability issue than a problem with the agent itself.

    One important detail: publishing to the Microsoft 365 channel in Copilot Studio does not always guarantee immediate visibility across every M365 surface, especially Outlook on the web.

    A few things to check:

    1. Deploy the app through the Microsoft 365 Admin Center

    In many tenants, Outlook visibility becomes more reliable once the agent is deployed as an app:

    • Go to admin.microsoft.com
    • Navigate to:
      • Settings → Integrated apps
    • Locate your Copilot agent / Teams app
    • Deploy it to:
      • specific users/groups, or
      • the whole organization
    Since these agents are packaged similarly to Teams apps, admin deployment can affect whether Outlook surfaces them consistently.
     
    2. Allow time for propagation
    Even after publishing or deployment, M365 surfaces can take time to sync.
    It’s not unusual for:
    • Teams to show the agent first,
    • while Outlook on the web lags behind.

    Propagation can sometimes take several hours (occasionally longer).

    3. Verify licensing and app availability

    Make sure:

    • the affected users have the required Microsoft 365 Copilot licensing,
    • custom apps are allowed in Teams/M365 policies,
    • and the app is not blocked by admin governance policies.
    4. Recheck the Outlook client experience
    Since you mentioned the agent briefly appeared and disappeared, it may also help to:
    • sign out/in,
    • clear browser cache,
    • try another browser,
    • or test with another user account.

    That behavior often points to a client-side sync/cache or entitlement refresh issue.

    Which admin Role do I need to get access on Integrated Apps. I don't have this option "Integrated Apps" in the admin center

    @Vish WR Sadly none of your suggestions fixed my problem. Currently i use the workaround and renamed the existing chat from Teams to my agents name and continue chatting there.

    @JA-22051542-0 i mad some test : it appear copilot studio are not supported ATM in copilot chat windows inside outlook (i try in web outlook).
     
    after m y test on clean tenant , are visible in outlook : 
     
    Agent builder
    Agent for model driven app
    Microsoft agent
    Custom copilot declarative agent
     
    Copilot studio agent are not visible and displayed in outlook, whatever they way you publish them (direct share, admin share etc.) . last update i found about is one year old : Microsoft 365 Roadmap ID: 481558 -> when they added "copilot agent" to outlook, no mention to copilot studio agent.
     
    Sadly it seem not possible, i m sad too because i test my self for a customer case where a copilot studio agent in outlook could have solve a lot of problem :)
     
    Sadly the answer for the question is "no" to my humble opinion.
