"Topics and Knowledge are not migrating to UAT from Dev environment."

I have Copilot agent solution  which is grounded in SharePoint document library. This agent support three languages and i have created folder for each in document library and then added these folder as knowledge in Copilot studio.
 
 
I have designed topics such a way that first question agent ask is to choose the preferred language and then i store the variables called varSelectedLanguage. I use this variable to force agent to answer always in selected language in first question.
 
I created three custom topics for Project timeline, project roles and glossary. These three files are in English but are placed in each folder. Folders are called SE Documents, EN Docuemnts, FI Documents.  I have used instruction to control answer in selected language even though agent is fetching information about SE Documents and this SE Document also contain English files for project timeline, project roles and glossary.
 
I also had to choose language in edit datasource in generative answer node in Conversational boosting topic for each language path and leverage powerfx to control response to correct knowledge source and right language. 
 
Now the problem i am facing is when is when i deploy the solution UAT environment. It was working but suddenly it stop showing knowledge after deploying to UAT environment. I tried adding knowledge in UAT since you can even though its a managed solution. But conversational boosting topic has errors as generative answers node was still connected to Dev knowledge source ID. Then i tried import export method, it also failed and then i tired power platform pipeline again it also failed i also tried Power Platform CLI to deploy as well but still same problem and then all three custom topics was missing from UAT environment.  With Power Platform CLI, I managed to get knowledge by replacing knowledge source ID to UAT knowledge source ID by adding knowledge in UAT manually. But in the next deployment, Knowledge is gone again and custom topic never shows up in UAT. I checked solution component but there are no custom topics added there. I went to back copilot studio agent resave each custom topic and publish then publish all customization from solution then redeploy the solution using Power Platform pipeline. Same issue no knowledge nor custom topics present in UAT.
 
I tired to add custom topic from add existing inside solution but there is no option to add topics.
 
Do we have any solution for this? this is first time i encounter such issue with Copilot studio.
 
Also, all knowledge i am using are grounded in word documents on purpose since excel, power point and pft were giving desired results. Before all this knowledge was in SharePoint site pages which i have asked to convert in word document. It improved a bit but results are not so accurate as i had to rely alot on topic, generative nodes and instructions. Even after all this modifications, it would still answers in different language that what users has selected in the first question or answers from different files while it clearly stated to look inside project time line when any phase, stage is mentioned or look inside project roles when roles are mentioned. Similarly, i have added all possible trigger phrases for each custom topic to achieve predictability. But it would like say it could not find answers or look inside wrong files. Instructions are very tight. What would be better way to handle this type of multi lingual agent? I also tried to AI Search results were fine but due to cost i had to move back to SharePoint since there were just word files (10 files in each folder) to be grounded in each language folder. I could create multi agent setup for each language but then i will have to do heavy lifting for every agent with similar types of topics in each agent.
 
PS: This agent is to be deployed to SharePoint site.
 
Any suggestion would be appreciated.
