I'm building an agent in Copilot Studio (new agent/workflow experience) that processes receipts (image/PDF) using AI Builder's "Process receipt" model.

Setup:
- Workflow trigger: "When an agent calls the flow"
- Trigger input: File type (receipt upload)
- Flow calls AI Builder "Process receipt" model with this file
- Flow ends with "Respond to the agent" action
- Flow is published

Problem:
When I add this workflow as a Tool to my agent, the Workflow details → Inputs panel shows "This tool has no input parameters" — even though the flow trigger clearly has a File input defined and saved.

If I change the trigger input type from File to Text, the input DOES appear in the Tools Inputs panel and the agent can fill it — but then AI Builder's Process receipt action fails, since it requires an actual file (contentBytes/name), not plain text.

Troubleshooting already tried, without success:
- Removed and re-added the workflow as a tool
- Re-published the flow multiple times
- Hard refresh (Ctrl+F5) on the Copilot Studio tab
- Deleted and re-added the File input parameter on the trigger, then republished
- Verified the flow is published and up to date
- Confirmed trigger has "When an agent calls the flow" + "Respond to the agent" action

Question:
Is this a known limitation/bug of File-type inputs in the new experience's Tools panel, or is there an additional step required to expose a File input parameter to the agent orchestrator?
