I've created an agent in Copilot studio and shared it with a few team members. When I use the agent, everything works perfectly fine. However when anyone else tries to use the agent (invited members) the following error occurs:

I'm not sure what this error code is referring to. I also tried deploying a test agent to the whole organization with the same result.
A policy blocking agent execution for non-authors.
I would start by testing a minimal agent with no knowledge sources or actions. If that also returns AgentBlocked, focus on licensing, environment roles, and
tenant settings rather than the agent configuration itself.
