Approval when a user creates a new workflow

Hi,
I need some help and I want a workflow or generally something that when a user creates a new flow in Power Automate that this first needs an authorization of an admin to make the flow usable.

    Isn't that giving admin more work to approve all flows created. why not just take away the users license to make flow.
