Here is the Issue i need to resolve:

You have an Excel Work Book Located on a shared network drive thats open 24/7 and being updated by someone 365 days a year.

I want a Powerapps mobile app to connect to this excel sheet so someone using the app could modify/update/change this excels workbook content.

HOWEVER this work book pushes and exceeds the 2000 bytes limit of Powerapps plus you can't have the Excel Sheet open on a desktop while someone is making a change in Powerapps so.........

I'm trying to make a medium that doesn't need to be open, can either be on OneDrive, SharePoint, or possibly MS Access, So if you make a change in Powerapps the Change happens in the work book and vise verses. Anyone have any suggestions?

I don't think what you are trying to do is possible for several reasons.

1) You will eventually need to connect to the desktop workbook to sync changes and as you've pointed out you can't do that since the workbook will be locked for editing since its already open.

2) Neither the connector in Power Apps or Power Automate (which is what you would need to do the sync) will work with an Excel table that is 2,000 rows long.
