Set dynamic recurrence through power automate flow to send SMS before 10 minutes of Date-Time column

I want to create a workflow with dynamic recurrence. I have a SharePoint list with columns as name, phone number, and a Date-Time column. So, I want to know how to send SMS 10 minutes before the value in Date-Time column.

 

Example - For the following list I need to send SMS to Krishna at 11:50AM, Kranti at 12:35PM and likewise.

    I think I'd have a daily scheduled workflow to run and first filter based on the current date. If there's nothing for the current date, then, it could terminate. But if there is one, I would put the times associated with them into an array, sort by the earliest date, and then do a "Delay Until" that first one, then "Delay Until" any others, in order.

    This also depends on how actively the spreadsheet is updated. Like, would you ever add a line that refers to the same day? If today is November 6th at 12PM, is it possible that you'd add an entry for November 6th at 4PM? If YES, then you'd need to do a recurring flow that runs every 10 minutes, instead.

    Thanks for the solution. I think the second option of  recurring flow that runs every 10 minutes is most suitable in my case as my list is getting updated very actively. But here I need to check the execution limitations of Power Automate. So if my flow is getting triggered after every 10 minutes. So it will get executed 6 times in an hour and 6*24 = 144 times in a day. I have E5 license for Power Automate. So will this flow exceed the maximum limit of flow runs or API Calls or performance issue?
