Understand the licensing for Copilot Studio

Hi Everyone,

 

I'm currently working on a Copilot project and I'm looking to understand the licensing for Copilot Studio. I have several questions and I hope you all can assist me with this.

 

  1. How is the message count calculated in Copilot Studio? The documentation mentions 25,000 messages per month.
  2. If I purchase one license for a user in Copilot Studio and create a bot, can I collaborate with other users in teams who don't have licenses?

Your insights on these matters would be greatly appreciated.

    1. Message Count in Copilot Studio: The message count typically refers to the total number of interactions or exchanges your bot processes in a month. For instance, if a single user sends a question and the bot replies, that constitutes two messages (one user query and one bot response). The 25,000 messages per month cap is per license, and exceeding this limit might require purchasing additional message packs or licenses, depending on Microsoft's policies.

    2. Collaboration Without Licenses: If you purchase one license for a user in Copilot Studio and create a bot, the bot itself is licensed under the creator's account. This means that others can interact with the bot (e.g., within Microsoft Teams), even if they don’t have their own licenses, provided that the bot is shared with them. However, for development, customization, or accessing premium features of Copilot Studio, each user would need a valid license. Collaboration in terms of bot testing and feedback may be possible, but any development contributions require proper licensing.

    Recommendations:

    • Always confirm the licensing details with Microsoft directly or through a certified Microsoft partner to ensure compliance, especially as policies may vary or be updated.

    I had a similar confusion about Copilot Studio licensing. Unfortunately, a web search doesn't yield useful answers as it seems the licensing model was different until the requirement of 300 users minimum for Copilot for Microsoft 365 was dropped. It seems that before that, what is now the "Copilot Studio" tenant license for about 200$/month was included *for free* together with the collection of the Copilot user licenses?

    How do you monitor this quota? i cannot find anyway to see the current usage for all bots in multiple environments. Seams that there is a lack of admin portal for CoPilot Studio to monitor this, to find if you need to purchase more tenant licenses, and also which bots is used the most.

    Copilot licensing is primarily focused on using the bot in production.   The 25,000 messages refers to 25,000 interactions between a user and the bot when running in production. That licensing is covered by the Tenant license that you purchase for your organization.  To create a bot you need a Copilot Studio user license, but that can be obtained by starting a trial. Trials can currently be extended each month and there is no limit on how many times you extend the trial. If you don't want the hassle of extending the trial each month you can buy a user license, but you still need a tenant license to run the bot in production.  Here's an article that explains the two types of Copilot studio licenses. Assign user licenses and manage access - Microsoft Copilot Studio | Microsoft Learn
