Flow monitoring and alerting system

1) How to delegate access to only Monitor the cloud flow runs to the other users?

2) How to send email alert to specified team, if the Cloud flow runs beyond a specified time (Example, if the flow was supposed to complete in 1 hour and it is running for more than 3 hours now)
