Yes, you can. The O365 E3 subscription supports most of services and connectors as long as they are not premium connectors. Although the official document does not clearly indicate that E3 can share flow but I tested with no problem. Meanwhile, there is no sharing limitation regarding E3.

If you are assigned O365 E3, the according subscription name for flow should be ‘Power Automate for Office 365’ as below:
3.If you only have Microsoft Power Automate Free、Common Data Service and Flow Free, you can’t share flow because only a paid automate license is supported. All license for free won’t work.
