I'm trying to build an automated test that boots up a VM in SysPrep and then hits the windows Key 5 times, selects the ppkg and starts a provisioning.

Whenever the process gets to the Send Keys, it acts like it is working but does nothing.
I have tried different combinations of delay and enabling or disabling send text as hardware keys.
The Virtual machine is in focus because when it is not, the start menu would appear.
Any ideas?
