We would like to design, and publish our powerapps on intranet use only. Is is possible to use powerapps on our local network not from https://web.powerapps.com ?

No, it's not possible to use PowerApps exclusively on an intranet.
To build an app via PowerApps studio, you do need to be connected to web.powerapps.com and therefore connected to the internet. When you save and share apps, those apps will be stored in the cloud, so again, you would need to be connected to the internet to save and open apps.
