Using "Solutions" as templates that users can copy to create Flows

I create flows with 40+ actions (mainly approval flows). I've been searching for a way to share flows, as templates that others can update to their Team, but I haven't found anything that works. The Flow Export feature hasn't worked (because of a removing emails issue, I think). I've been able to create templates that can be shared using Save As, by excluding certain Actions (like update item), but these flows are challenging for non-proficient flow users to update.
 
I've just started looking into Power Automate Solutions, and this seems promising. Using "Environment Variables" I am able to create a flow where the SharePoint LIST (with actions) can be changed for ALL actions at once. Since this has been the main problem with using Save As, this could be the answer to my problems with easy sharing of templates. However, when I tried to "Share" by Solution, the other user got the following error during the export process.
 
Solution "Test Environment Variables" failed to export: user with id ############ does not have ReadAccess right(s) for record with id ########### of entity Connection Reference. Consider assigning a role with the required access level to the user or team. For further troubleshooting, please work with a system administrator...
 
I am not an Admin on our campus.  We only have one environment in Power Automate and my role is "Maker with full data access." The Solution is only a Cloud flow (using a SharePoint list). The Solutions will NOT use tables are apps, just flows.
 
How would I give access to users to copy my solution? I was able to "Share" (make a user a co-owner) in My Flows, but that didn't give the user access to export the Solution. Since we only have one environment (without Admin permissions to create other environments), can a solution even be "copied" to the same environment? As I said, while I'm a proficient builder of Flows, I'm new to Solutions, and any advice on this issue is appreciated.

    Why is the other person trying to Export anything? They should only be importing the Managed Solution you gave them.
     
    So I am confused
     
    but yes you should be using solutions. I am just confused as to why they get export errors, when they should be importing.
    You do need to make sure that in their Environment they have the right privs.
