Set different default time value for Date and time field in model driven app

Hi,

 

For a model driven power app, users have to select a Start and End Date and time. Normally, the start time would be 9:00 AM and the end time would be 5:00 PM. However the default time always goes to 8:00 AM when the user selects a date. How can we change the default time without setting a default date?
