E-mail message cannot be sent error on http request

I have successfully extracted emails from a SharePoint group that I want to use in a HTTP Request email.  I get the following error:

isogunro1_0-1682101250115.png

The recipient emails are totally valid so I'm not sure why the error.

I initially had the email surrounded with double quotes and no quotes but received the same error.  Single quotes don't work either.

Here's what the HTTP request looks like

    Hi @isogunro1 ,

    Please try the method in below thread:

    Solved: Send email to multiple recipients using send an ht... - Power Platform Community (microsoft.com)

    This did not work for me but maybe it's because the individual email addresses are not surrounded by single quote(').  Any ideas?

    {

    {
    'properties':
    {
    'To':{"results":["joe.q.doe@mail.mil,jane.d.doe@mail.mil"]},
    'Subject':'Another test',

    The email needs to be

    ["joe.q.doe@mail.mil","jane.d.doe@mail.mil"]

    Hi @isogunro1 ,

    Not exactly. I have tested the method using below properties and it worked:

    {
     'properties':
     {
     'To':{'results':['Email1','Email2']
     'Subject':' ',
     'Body':' '
     },
    }

    Note that they are all single quotes.

    Hi @v-jefferni,

     I am using HTTPrequest api to retrieve the emails from a SharePoint group.  The problem is that when I retrieve the emails from the SP group, it displays as shown below surrounding everything in the array with double quotes instead of each individual email.  How do I replace with single quotes and surround each email with single quotes?

    {

    {
    'properties':
    {
    'To':{"results":["joe.q.doe@mail.mil,jane.d.doe@mail.mil"]},
    'Subject':'Another test',

    Hi @isogunro1 ,

    Firstly, 'results' is included by single quotes as well, please correct them. Secondly, I see you can get the array of emails in like a Compose action, then you will be able to get the texts in the way below:

    vjefferni_0-1682474611263.png

    Then in the http action, put the output of compose 2 into body:

    vjefferni_1-1682474813904.png

    {
     'properties':
     {
     'To':{'results':[outputs('Compose_2')]
     'Subject':'Another test',
     'Body':' '
     },
    }

    Best regards,

    Hi @v-jefferni,

    How can I add the single quotes without hard coding the emails?  Below is what I'm doing in Power Automate.

    OUTPUT:

    Here's the complete JSON of the body from the image:

    {
    'properties':
    {
    'To':{"results":["["bob.doe@mail.mil","jane.doe@mail.mil"]"]},
    'Subject':'Subject Testing 1',
    'Body':'

    Hi @isogunro1 ,

    I have already attached the steps, add them all below your Email by select PM Emails action and use its output as the input of Compose.

    Best regards,
