Can anyone tell me if it is possible to create an MS Form that would do the following;
1. Use MS Forms to allow users to post Anonymous Feedback
2. Pass the feedback to a manager via outlook (still anonymous)
3. allow the manager to respond to the feedback by sending an email response to the original posterwithout the manger knowing who the email was sent to.
Sounds pretty tricky to me. Happy to use SP as a repository if that helps.

Microsoft flow could achieve your first requirement to create MS Forms to allow users to post Anonymous Feedback.
However, your second requirement and third requirement couldn't be acheived within microsoft flow.
For your second requirement, microsoft flow would always send the email from the connection account of the "Send an email" action, there is no any way to send an email from the responder of the form.
For your third requirement, since the responder is anonymous, so no any one would know the email of the responder, and couldn't send an email to the responder in microsoft flow.
