Send Mobile Notifications slow

Hello,i have got a issue.

As the picture you can see,I just get one row from the Store Procedure,but the Apply to each take 5mins and the Send Mobile Notifications takes 5mins,Is there any way to make it faster?

    is the notification slow across android and IOS?
